LIBERIA LAND AUTHORITY VISITS RWANDA ON LAND RELATED MATTERS
From November 12, up to November 16, 2018 a delegation from Liberia in Liberia Land Authority visited Rwanda Land Management and Use Authority in order to learn from Rwanda's experience regarding systematic land demarcation and registration, land dispute resolution mechanism, geodetic network & land information system, and land use planning…
In her welcome remarks, Director General Espérance Mukamana hails their choice to come to learn from Rwanda, a country that is the second worldwide in terms of property registration and assured them that during their 5 days study tour they will have time to learn a lot from Rwanda regarding the land related sector.
Knowledge gained in this area, as it has been confirmed by Ellen Pratt Commissioner for Land Use and Management in Liberia Land Authority, “will further help us to inform policy and legislative reforms, based on good practices”.
During the study tour, delegates will gain knowledge that will help to build the institutional capacity of the Liberia Land Authority to establish a land administration system, specifically with regard to systematic land registration, land dispute resolution mechanisms, land use planning, and a geodetic network.
They also expect that their visit will help to inform ongoing policy development and planned pilot exercises, specifically related to urban expansion and informal settlements as well as forest resources, increase knowledge regarding good practices related to establishment, operation, and maintenance of a geodetic network; and establishment and maintenance of a Land Information System.
So this study tour “will definitely help to solve problems attributed to inequitable access and insecure tenure and the fragmented nature and structure of land administration system highlighted by poor coordination and collaboration amongst agencies of Government and related institutions administering the affairs of the land sector” Ellen Pratt Concluded.
They will again have time to visit Ministry of Justice to see how land disputes are solved out of court through Abunzi jurisdiction.
The Liberia Land Authority (LLA) was established by an Act of the Legislature in October 2016. Today Liberia has a population of approximately 4.5 million people and a land area of 43,000 square miles
