A key highlight of the exchange was Rwanda’s approach to property valuation and expropriation. NLA experts shared insights into the legal, institutional and technical frameworks guiding valuation processes, emphasizing transparency, fairness and professionalism in compensating affected property owners during public interest projects. The discussion also explored methodologies used in land and property valuation, as well as mechanisms that ensure consistency and accountability in the system.
Land taxation and valuation approaches formed another central theme of the dialogue. Participants examined how accurate and up-to-date land information systems contribute to effective taxation policies and revenue mobilization, while at the same time supporting equitable development. The role of digital tools and geospatial technologies in strengthening land data management was also underscored.
Beyond technical matters, the meeting reaffirmed the importance of collaboration with professional institutions in delivering high-quality land-related services. Both sides acknowledged the critical role played by surveyors, valuers, planners and other land professionals in ensuring efficiency, integrity, and public trust within the land sector.
The engagement concluded with a shared commitment to strengthening regional knowledge exchange and fostering closer cooperation between Rwanda and Ghana in land administration and management. By learning from each other’s experiences and innovations, both institutions aim to contribute to more resilient, transparent and citizen-centered land governance systems across the continent.
