Mission and Responsibilities
The National Land Authority (NLA) is a public institution established under the Ministry of Environment to manage and administer land in Rwanda, including implementing land policy, land use planning, land registration, land consolidation, and management of land conflicts.
Mission
The mission of the Authority is to ensure efficient land administration and use for a sustainable development.
Responsibilities
As per the Presidential Order N° 071/01 of 09/12/2022 Governing the National Land Authority, NLA has the following responsibilities:
1. to implement national policies, laws, strategies and regulations and Government resolutions related to land registration, land use planning and management;
2. to provide advice to the Government on issues relating to land;
3. to educate and sensitise the public on policies and laws related to land management and use;
4. to process and update the land register and provide land information;
5. to prepare, update and monitor the implementation of land use master plans at the national, sectoral and local levels and to establish guidelines, standards, instructions for efficient and optimal land use towards sustainable development;
6. to monitor the land use in country and alert the Government where misuse occurred;
7. to execute, reform, publish and disseminate the geodetic, topographic, hydrographic and cadastral surveys in relation to land resources;
8. to put in place appropriate procedures and define standards for the following:
9. to organise, coordinate and monitor of use and dissemination of geoinformation in connection with land management under the national spatial data infrastructure framework
10. to receive and evaluate proposals to purchase or lease State lands in private domain;
11. to issue and revoke, on behalf of the State, land titles in accordance with the Law governing land;
12. to carry out an inventory of all land resources in the country, their quality and their use, and act as the custodian of all national maps, aerial photography collections and their database;
13. to support in building capacity of decentralised administrative entities in land management and use;
14. to analyse new projects that require land use and ensure their alignment with the national laws on land use and development master plans;
15. to register and manage all State lands to ensure their efficient management and value addition;
16. to check and examine all requirements for allocation or concession of State land for investment, social welfare and other needed by governmental institutions;
17. to conduct research and study on land, publish the findings of the research and disseminate them.
