Projects

The National Land Authority (NLA) is a public institution established under the Ministry of Environment to manage and administer land in Rwanda, including implementing land policy, land use planning, land registration, land consolidation, and management of land conflicts.

1. Capacity Development in Land Administration

This project proposal has been developed jointly by National Land Authority(NLA) and Lantmäteriet, The Swedish Mapping, Cadastral and Land Registration Authority. The former project has been successful and has been evaluated (mid-term evaluation in 2019) as well justified, giving both high quality and quantity of outputs in relation to the costs. The evaluators state that the project contributes to sustainable, efficient, and reliable land administration and management. It has been recommended to continue the project with a second phase to enable sustaining the achieved results, developing the land management in Rwanda further. The Swedish strategy for development cooperation specifically points out stronger management of ownership of land and land use rights, which is in focus for this suggested project. This proposed project will, by building capacity in the land sector, at least contribute to:

• Human rights, democracy, the rule of law and equality o increased opportunities for poor and marginalized groups o increased gender equality o increased democratic accountability of public institutions and authorities

• Environmentally sustainable development o improved conditions for efficient and sustainable use of natural resources In its entirety, Swedish development cooperation will contribute to reducing poverty in the country, to better conditions for democratic development and for respect for human beings’ rights.

The project’s area of influence is delimited to within Rwanda national borders, and will contribute to the impact: Transparent, reliable, and accountable land management is driving the socioeconomic transformation towards a sustainable future for all Rwandans. The expected outcomes of the project are:

Project Management

NLA is a leading sustainable land management organization, driving coordination between key stakeholders contributing to sustainable socio-economic and environmental development for all Rwandans.

Land Administration

Land Administration in Rwanda is based on principles of transparency, efficiency, gender equality, accessibility and accountability and can accommodate social, legal and technological changes to deliver customer centred services to all Rwandans.

Surveying, Mapping and GIS

Capable staff and sustainable systems providing accurate, standardized and accessible geo-spatial information, services and products, contributing towards the socio-economic development in Rwanda.

Land Use Planning

Efficient land use management in Rwanda through development, implementation, monitoring and awareness of City of Kigali and Districts Land Use Master Plans, which are in compliance with the National Land Use and Development Master Plan 2020-2050 (NLUDMP)

Key activities to drive the progress towards the outcomes will be performed under this project and these include:

  • Support awareness campaigns
  • Support in land dispute resolution
  • Support in eradication of informal land transactions
  • Support the development of a 5-year strategic action plan for surveying, mapping, and GIS
  • Support the maintenance and sustainability of Rwanda CORS including an effective usage of the system
  • Support with technical assistance for district land use plans in prio

2. LAND-at-scale Rwanda

In 2019 the Dutch Ministry of Foreign Affairs launched the ‘LAND-at-scale’ programme with the aim to contribute to the achievement of the United Nations Sustainable Development Goals (UN SDGs) by improved institutionalisation of land tenure and land rights in developing countries. An overall project ‘Towards a better organised and positioned NLA and climate smart participatory and (gender) inclusive land use planning in rural Rwanda’ as designed by NLA and the EKN in Kigali was endorsed by the Dutch Ministry of Foreign Affairs in the context of the ‘LAND-at-Scale’ programme.

This programme envisions four long term outcomes:

1. A (financially) sustainable LAIS and management system institutionalized.

2. National implementation of sustainable land use planning.

3. Enhanced land related conflict management and dispute resolution mechanisms at decentral level.

4. Enhanced academic capacity to assist in the further development of a fair and just land governance system .

These outcomes should result in a higher percentage of land transactions registered. The objective of the project is to support the sustainability of NLA and assist in a roadmap for climate smart participatory and (gender) inclusive land use planning in rural Rwanda.

Project Strategies

There are specific objectives and activities for the four different program strategies, as proposed in the Terms of Reference by RVO. It concerns the implementation of the following strategies:

1. a) Obtain approval by key Ministries on a business plan for a (financial) sustainable, better organised and positioned NLA and LAIS; [PS1A]

1. b) Enhance collaboration between key Ministries laid down in agreements and operational guidelines; [PS1B]

2. b) Build the capacity of the Abunzi, Cell Land Committees and other relevant land dispute resolution actors to make just decisions on land-related disputes; [PS3B]

3. Key Rwandese land governance knowledge institutes are better positioned for knowledge generation and sharing expertise with NLA.
