Land Administration / Registrar of Land Titles

Land administration department is composed by the Office of Head of Department, the Offices of Registrars of Land Titles at provincial level and the Unit of Land Administration. It is responsible of various activities related to land registration and titling as well as land valuation. The mission of Land administration department is to ensure that land is efficiently and effectively managed by ensuring that the rights of landowners and other stakeholders are protected.

Specifically the responsibilities of Land Administration Department include:

1. Lead the establishment and the implementation of the legal frameworks related to land administration in general;

2. Supervision and coordination land registration process;

3. Coordination of land services delivery, service standardization and customer satisfaction by ensuring the efficient implementation of the client charter;

4. Define standard of land administration processes and procedures;

5. Supervise the maintenance of the national land register  and its infrastructure;

6. Issue technical instructions related to land administration to District One Stop Centers and follow-up on their implementation;

7. Organize training for staff of District One Stop Centers;

8. Organize linkages between District One stop Centers in regard with land-related records;

9. Establish a reliable linkage with units in charge with cadastre, cartography and geographic information to collect information useful for land registration;

10. Ensure harmonization of land service delivery at the national level;

11. Organize linkage with civil society organization working in land related field;

12. Propose policies, regulations, guidelines and instructions related to improving property valuation practices and all related process;

13. Following-up property valuation and expropriation regulations and be involved in establishing property valuation standards of practice and requirements;

14. Determine annual reference land market prices to inform land valuation and expropriation purpose;

15. Supervise the operations and practices of the Institute of Real Property Valuers and advice on reform to be done in the land and property valuation profession.
