Land Use Management and Mapping

The Land Use Management and Mapping Department coordinates and oversees all matters related to Urban and Rural Planning, Mapping and surveying. The department has the responsibilities to prepare, update and monitor the implementation of land use master plans at the national, sectoral and local levels and to establish guidelines, standards, instructions for efficient and optimal land use towards sustainable development.

More specifically, the LUMM department is responsible of the following:

Urban and Rural Planning

  • Coordinate the development of the National Land Use and Development Master Plan
  • Coordinate preparation and ensuring district land use plans including Urban and Rural Development Plans reflect the National land use and development master plan principles and directives.
  • Propose, analyze and supervise national land use decisions.
  • Establish guidelines, instructions and innovative solutions that promote efficient use of land.
  • Promote green and smart cities planning perspective.
  • Capacity building and awareness raising to stakeholders.
  • Develop Partnerships and cooperation with national and international organization in the planning sector.

Compliance evaluation and inspection

  • Conduct compliance evaluation and inspection for the implementation of master plans at all levels.
  • Establish methodology, standards, indicators and guidelines to guide the land use compliance and inspection.
  • Monitor and evaluate state land management and Utilization.
  • Evaluate the compliance and enforcement of the National Land Use and Development Master Plan implementation.
  • Monitor the implementation of district land use plans including Urban and Rural Development Plans as well as site physical planning and land readjustment projects.
  • Propose guidelines and instructions for improvement of physical planning and implementation.
  • Analyze national and local decisions and projects that affects the use of land.
  • To ensure quality control of the master plans and propose adequate reviews where necessary.
  • To propose and develop innovative solutions for the rational and optimal use of natural resources for sustainable development.
  • Capacity building and awareness raising to stakeholders.

Mapping and geospatial information management

  • Streamline the national geospatial data storage and sharing through the National Spatial Data Infrastructure Framework.
  • Coordinate and supervise the preparation of the national topo-maps, land cover and thematic maps.
  • Manage geospatial information which involves creating and maintaining maps and geospatial databases that provide information on land use, infrastructure, and natural resources through the National Spatial Data Infrastructure Framework.
  • Coordinate spatial data custodian towards a harmonized and integrated geospatial information arrangement.
  • Develop and management geospatial tools, technologies and a web-mapping platform, dashboards and hub for information and data sharing.
  • Develop Partnerships and cooperation with national and international organization in the spatial industry.

Land Surveying

  • Establishing the land survey standards, guidelines and procedures
  • Coordinate and supervise national mapping in geodetic, topographic, hydrographic and cadastral surveys.
  • Responsible for the coordination and maintenance of the national geodetic network system.
  • Organize and supervise surveyors’ practices.
  • Develop Partnerships and cooperation with national and international organization in the surveying industry.
